JOB DESCRIPTION AND RESPONSIBILITIES Provide regulatory support for Shaw's St. Louis FUSRAP Remediation (Project) operations - interact with internal and external client personnel. Manage Project water discharges to meet requirements of the St. Louis Metropolitan Sewer District (MSD) and the National Pollution Discharge Elimination System (NPDES): • Provide coordination directly with client and MSD • Coordinate analytical needs and provide analytical data packages as needed for approval of batch water discharges to MSD. • Provide support for moving water discharge outfalls in support of daily remediation operations and secure needed approvals. • Analyze water discharge analytical data to determine potential exceedance; prepare notification to client for NPDES and MSD. • Prepare documentation for RCRA and non-hazardous waste shipment to licensed disposal facility; inspect waste shipment packaging, etc. in the field to verify compliance with applicable standards. Provide waste management support for the Project as needed. Must be familiar with the Resource Conservation and Recovery Act (RCRA) requirements related to hazardous/non-hazardous waste, and have related waste minimization ability and awareness. Support needed may include supervising or directing waste packaging and shipping/disposal, drum sampling, field inventory work, labeling of containers, etc. Coordinate project non-radiological sampling and laboratory analyses: • Understand the client requirements, internal and external procedures, and contractual turn-around times. • Work with laboratories to ensure contract obligations are met, manage contracts with laboratories, and verify proper laboratory billing. • Support sample collection personnel with proper submittal of samples for analyses, chain-of custody, etc. • Coordinate data Quality Control, validation and verification requirements internally • Work directly with regulators and laboratories concerning interpretation of results, validity of the data received through coordination with the Compliance Manager. Manage and update the project's analytical database in order to maintain the quality and integrity of the database to ensure the credibility of Shaw is maintained with the client and the regulators: • Must have expertise with Microsoft Access and Excel, including the ability to compose queries and reports. • Track samples • Import new analytical data received. • Utilize knowledge and understanding of chemistry to review lab data packages received, verify date quality objectives are met, and ensure integrity of data. • As needed, provide information/interpretation to project data users. Provide correct interpretation and guidance to support operations. • Formulate custom queries and reports for required needs including regulatory reporting, shipping container classification and other operational decision-making. Prepare status reports, maintain & implement the Project training program, maintain Compliance Departmental plans, procedures, and instructions. Support/implement Project needs relative to Material Safety Data Sheets (MSDS) requirements. Maintain an inventory of chemicals used by Project. REQUIRED QUALIFICATIONS • Bachelor of Science in Chemistry, Environmental Sciences, Environmental Engineering, or related field. • DOT shipping certification desirable • Database management skills required using Microsoft Access &/or other relational databases • Experience reviewing and interpreting federal and state regulations is desired. Regulatory reporting experience desired. • 40-Hour OSHA HAZWOPER Training desired, including all necessary 8-Hour Refreshers. • Radiological Worker Training desired. • CHMM Certification desirable. • Excellent written and oral communication skills, disposition for customer care, and personal interaction ability.
