POSITION OVERVIEW : The Environmental Compliance Manager will provide environmental compliance oversight and management, inspections, and specialty monitoring services for a variety of infrastructure projects to ensure that the project construction management (CM) teams are enforcing the implementation of all environmental requirements in the specifications pursuant to the projects\u2019 Mitigation and Monitoring Reporting Plans (MMRPs), standard construction measures, best practices, and\/or regulatory permits. Home office will be Parsons\u2019 San Francisco office and work will be performed on-site \u2013 may be required to travel to other Parsons offices and project locations within the Bay Area. SPECIFIC RESPONSIBILITIES: The Environmental Compliance Manager will perform any or all of the following types of assignments: Coordinate with project CM teams regarding project schedules, budgets, compliance issue resolution, staffing, and other issues. Maintain quality and consistency of implementation of environmental procedures and inspections and monitoring and associated reporting across projects. Schedule environmental inspectors and specialty monitors. Review contractor submittals and Requests for Information (RFIs). Review and obtain any requisite approvals related to change orders, including coordinating any supplemental environmental review that may be required. Prepare environmental section of program-level CM reports. Develop and coordinate environmental trainings. Conduct regular environmental inspections to document compliance with requirements and\/or identify issues and facilitate their resolution. Conduct as-needed specialty monitoring (i.e., for biological and archaeological resources). Draft regulatory reports, as needed, for the local agency. REQUIRED EDUCATION \/ EXPERIENCE \/ SKILLS \/ COMPETENCIES Possess a minimum of 8-10 years of experience as a biologist or environmental scientist including at least six years of experience in construction compliance monitoring of which at least three of those years were spent managing environmental inspectors and specialty environmental monitors on large infrastructure projects.Possess a Baccalaureate Degree in biology, environmental sciences, or environmental engineering from an accredited institution .Possess strong analytical, verbal, organization, and written skills; be self-directed and comfortable working directly with clients.Proficiency in using a PC and various software packages typically used in urban\/environmental planning assignments is required. DESIRABLE EXPERIENCE \/ CREDENTIALS \/ SKILLS \/ COMPETENCIES Possession of a Master\u2019s Degree in biology or environmental sciences highly desirable. Direct and recent experience and knowledge of California Environmental Quality Act (CEQA) and of National Environmental Policy Act (NEPA). Familiarity with State and federal environmental laws, policies, practices, and procedures related to environmental analysis of infrastructure projects. Experience conducting environmental evaluations and planning analyses for transportation projects.
