Position Description
The Development Services Engineer (CE III) position is housed within Durham's City-County Planning Department in support of the Development Services Center (DSC). Primary areas of responsibility include supporting the floodplain development review and engineering development review programs. Work includes floodplain development review, floodplain and engineering customer service, and interdepartmental coordination of floodplain and engineering services.
The successful candidate will have direct professional experience ensuring compliance with floodplain regulations through the independent review of floodplain development applications, plans, permits and occasional field inspections of construction within the floodplain. Work requires thorough knowledge of hydrology, hydraulics, stormwater, US Army Corps of Engineers hydrologic engineering software (HEC-RAS), flood studies, and regulatory requirements for both the State of North Carolina and Federal Emergency Management Agency (FEMA).
In addition, the successful candidate will also have relevant professional experience providing engineering customer service support, including development application intake and triage, permit database and performance management tracking, process documentation, and customer service. Candidates with a proven track record of successful project leadership, quantitative analysis and data visualization skills, critical thinking and independent problem-solving abilities, process improvement initiative, and strong written, oral, and graphic communication skills will be highly considered.
About the Development Coordination Team
The Development Services Engineer is a member of the Development Coordination team, which is a multi-disciplinary work unit (planning and engineering) that:
• Assists business owners, homeowners, and practitioners in the land development industry navigating the City-County development review process;
• Coordinates development review through ongoing engagement with the many City and County Departments involved in the development review process, as identified in Memoranda of Understanding (MOUs) between the DSC and its Partner Work Units;
• Identifies and implements improvements to the development review process, DSC operations, and technology components;
• Coordinates intake and triage of development applications and construction drawings;
• Assists in the review of floodplain building permits;
• Researches complex inquiries for development review departments and citizens; and
• Manages land records and coordinates interdepartmental meetings; and
• Provides backup to the Express Services and Customer Service team.

Durham's Development Services Center provides a one-stop-shop for development services. The DSC's goal is make the coordination, predictability, timeliness, and quality of Durham's development review process second to none, to make sure our residents have access to employment and housing choices.
Duties/Responsibilities
Responsibilities for the position generally include the review of complex professional civil engineering plans associated with siting, construction, and maintenance of development-related infrastructure, including development located in the floodplain. Time is split between customer service, case management, meeting attendance, research and analysis, and preparation of reports and presentations. Job duties require substantial independent analysis, problem-solving, and decision-making, clear communication, and close coordination with other disciplines.
Floodplain duties include:
Perform floodplain development review.
Provide floodplain customer service.
Review flood studies.
Facilitate floodplain mark-up sessions.
Assist with floodplain administration.
Perform floodplain inspections and verify floodplain as-built drawings.
Review floodplain determination forms.
Engineering duties include:
Perform Construction Drawing intake and triage.
Respond to customer inquiries.
Review right-of-way, driveway, drainage, and No Practical Alternative Authorization (NPAA) permits.
Document and improve customer service, submittal, triage, and development review processes.
Minimum Qualifications & Experience
Bachelor's Degree in Civil or Environmental Engineering, or related field of study.
Four or more years of related work experience.
Professional Engineer (PE) registration and must obtain North Carolina registration within six (6) months of hire.
Certified Floodplain Manger (CFM), or obtain within six months of hire.
Valid North Carolina Class C Driver's License, or must obtain within sixty (60) days of hire.
Additional Preferred Skills
Post-graduate degree in Civil or Environmental Engineering, or related field of study.
At least two (2) years of professional experience relating to design, review, construction, maintenance, and/or regulation of development within the floodplain.
Experience working with municipalities.
Working knowledge of land development and environmental regulations, for example development standards applicable to the City and County of Durham, North Carolina Department of Environmental Quality, FEMA, and the United States Army Corps of Engineers.
Strong communication and problem-solving skills.
Customer service experience.
Project management or supervisory experience.
Experience collaborating across disciplines.
Process improvement experience.
Software and technology proficiency, including databases (Excel/Access), permit management software, ArcGIS, and specialized software pertaining to watershed hydrology modeling, pond routing, and storm sewer modeling.
