Spartanburg Water has an opening for a Compliance Specialist. The successful candidate for this position will under general supervision, support the Compliance Section by performing a variety of duties to include, but not limited to, ensuring compliance with various rules and regulations, identifying new regulatory requirements,
conducting internal and external inspections and audits, investigating and resolving real or potential compliance issues, diagnosing problems, collecting or coordinating the collection of samples, providing technical support, preparing compliance related correspondence, reports, and enforcement documents, supporting permitting processes, maintaining databases and analyzing trends in compliance data, etc. This position will report to the Regulatory Compliance Supervisor.
Job Skills / Requirements
Develops and maintains knowledge of existing and proposed government regulations which impact Spartanburg Water operations to include, but not limited to, Spartanburg Water Sewer Use Rules and Regulations, Spartanburg Water Grease Control Program, NPDES permit requirements, NPDES permitting process, Industrial Pretreatment Program requirements, SC Primary Drinking Water Regulations, Stormwater regulations, waste and residuals management requirements, SARA Title III reporting, OSHA General
Industry Standards. Provides ongoing compliance support to operational groups.
Supports Spartanburg Water UMS initiatives. Performs announced and unannounced inspections of Spartanburg Water facilities, infrastructure and programs as required to verify compliance with applicable regulations. Prepares exception reports and recommends appropriate corrective/preventive actions. Follows up on audit action items.
Conducts announced and unannounced inspections of industrial user facilities in accordance with requirements of Federal, State and Spartanburg Sanitary Sewer District Sewer Use Rules and Regulations. Inspects new and modified pretreatment systems at industrial user facilities for adequacy, operation and compliance with applicable permits and regulations. Audits calibration of flow measurement devices to insure accurate billing and compliance measurements. Ensures that wastewater meters are calibrated on annual basis. Participates in inspection of grease traps and associated corrective actions.
Collects various operational, process, discharge, and environmental information from industrial and wastewater collection system users for use in classification, permitting, and enforcement actions. Collects and/or directs and coordinates the collection of samples at industrial user facilities and within the collection system. Assures that the frequency and location of sampling and the analyses ordered are adequate to identify and characterize discharges, plumes, exceedance of applicable limits, etc. Diagnoses SSSD treatment facility waste influent problems through systematic tracing of discharges through the collection system and identification of sources.
Reviews compliance and self-monitoring data for Spartanburg Water and for industrial and commercial users to determine compliance with permits and applicable Federal, State, and District Sewer Use Rules and Regulations.
Reviews Industrial User Surveys in preparation for industrial classification, permitting and enforcement activities. Calculates waste load allocations based on SSSD treatment facility capacities and permits, and prepares industrial sampling schedules.
Prepares compliance related correspondence including, but not limited to, Notices of Violation, Administrative Orders, comments and responses to regulatory agencies, informational communications, etc. as directed by the Compliance Supervisor. Prepares compliance documents and reports required by various permits and regulations and submits to regulatory agencies as required. Coordinates with other Spartanburg Water departments to ensure that reports are complete, accurate and punctual.
Utilizes computer database to analyze trends in compliance and self-monitoring data, District treatment facility and water collection/distribution system operating and compliance data, and other pertinent information to develop historical compliance profiles and predict future events.
Reviews engineering reports, plans, specifications, industrial wastewater surveys, etc., for potential new and existing customers applying for service and/or existing customers requesting approval to alter current discharges.
Calculates billings for industrial user services based on flow and discharge characteristics. Coordinates with the Finance Department to assure correct sewer/subtractive water meter based billings.
Provides technical support to operations and maintenance groups in solving problems at Spartanburg Water treatment facilities, wastewater collection systems and drinking water distribution systems.
Provides support in the development of NPDES permit applications; coordinates with consultants and laboratories to schedule activities necessary for the NPDES permitting process. Provides oversight and technical assistance related to the NPDES General Permit Programs for the R.B. Simms and Landrum Water Treatment Facility, for the ND Permit Program for the R.B. Simms and Whitlock Water Treatment Facilities, and for the Industrial Stormwater General NPDES Permits for the Reclaimed Water Treatment Facilities (SWPPP, coordinating regulatory sampling strategy, inspections and NOI`s).
Provides compliance support for organizational policy making and enforcement activities, including, but not limited to, the development and/or review of Spartanburg Sewer District Sewer Use Rules and Regulations and the preparation of evidence and correspondence in support of enforcement actions.
Participates in various task teams within the company to provide compliance information and perspective.
Receives, reviews and/or refers to various documents such as federal environmental regulations, Federal Register, state environmental regulations, State Register, SWS-SSSD rules and regulations, various permits, discharge authorizations, survey forms, compliance monitoring reports, laboratory reports, engineering reports, architectural / engineering drawings, conference proceedings, professional literature, safety manuals, Material Data Safety Sheets, research reports, technical study reports, scientific textbooks, maps, and other documents as necessary or directed to complete essential job functions.
Communicates and interacts with supervisor, co-workers, department managers, regulatory personnel, inspectors, attorneys, contractors, consultants, industrial plant / environmental managers, industrial customers, professional peers and the public.
Operates a vehicle and a variety of office and specialized equipment, including a computer, audio-visual equipment, fax machine, copier, telephone, programmable segmented compositing samplers, various meters, spectrophotometer, measurement systems.
In the absence of the Compliance Supervisor, assumes duties as assigned.
Performs other duties as assigned.
Education Requirements (Any)
Bacheolors Degree in Chemistry, Biology, Envinromental Science, Engineering, or related field

Requires a Bachelors degree in Chemistry, Biology, Environmental Science, Engineering or other relevant science with three years experience in a compliance program, or an Associates level degree and A level operator certification in water or wastewater treatment with three years experience in a compliance program. Must possess a valid drivers license.
