Mines and Minerals Bureau (MMB)
The Environmental Engineer serves as staff engineer to the Iowa Abandoned Mine Land (AML) Program. Assists with engineering investigations of proposed reclamation projects, reviews plans and specifications developed by consulting engineering and design firms. May prepare engineering plans and specifications for review by senior staff of reclamation projects and repairs, assist with CAD and technical designs for senior staff, and assist with emergency investigations. Conducts construction oversight inspections on active reclamation projects.
Description of Work:
Project Development and Monitoring:
Visit sites prior to development of plans to become familiar with the AML features needing to be addressed.
Review engineering plans and specifications during each design stage.
Determine that proposed engineering designs meet AML program objectives and criteria.
May review suitability of designs for surface water hydrology management and control, review designs and certifications for ponds, impoundments, and other types of diversions or let-down structures.
Maintain familiarity with contracting and bidding procedures for earth moving and reclamation projects.
Participate in pre-bid conferences and bid lettings.
Conduct observation inspections during construction and following completion of each reclamation project (5 year observations).Maintain and disseminate detailed reports of observations.
Assist project managers at pay meetings to verify quantities of work performed and to ascertain that the project is being built as designed.
Provide assistance with disputes relating to eligibility of work completed for payment and proper construction of designs.
Review as-built plans and conduct spot checks to verify design performance.
Serve as liaison to state and federal agencies, consulting engineers, contractors and landowners.
Assist Project Coordinators as needed with county engineers, DOT staff, etc.
Program Planning - Assist AML staff in planning for future projects
Attend staff meetings and provide engineering input relating to the cost of future AML sites.
Make engineering evaluations of completed sites that are in need of repair related to priority of the repairs and anticipated costs.
As requested, assist senior AML staff with emergency investigations, developing applicable responses and observations/reports of remediation.
Performs duties as assigned by the Bureau Chief in support of Division activities and responsibilities.
Functions in a support capacity to the WQI, Water Resources Bureau, Minerals Program and Coal Regulatory Program as needed and assigned.
Participates in general program training for all MMB functions and maintains working knowledge of all MMB program elements and project activities.
Provides mentoring and support to staff and program clients as applicable.
Minimum Qualification Requirements
Graduation from an accredited college or university with a Bachelor's Degree in Environmental, Sanitary, Civil, Chemical, Nuclear, Mechanical, Industrial, Agricultural, Biomedical, or Public Health Engineering;
Licensure as a Professional Engineer by the Iowa Board of Engineering Examiners.
