Job Description
The Senior Environmental Analyst conducts analysis in support of Platte River’s Environmental Services Program with a focus on air quality issues associated with coal and natural gas fired electric generating resources.  Responsibilities include preparing reports and correspondence for review, monitoring power plant operations for environmental issues, and support to environmental monitoring systems operation and maintenance. Essential Functions:

Works with and serves as an integral member of Platte River’s environmental team charged with ensuring environmental excellence
Performs air quality management including, but not limited to, permitting, data management, reporting, compliance review, and regulatory interface
Performs trend analysis and database management
Assists in internal compliance assessment and makes recommendations for continuous improvement
Serves as Platte River’s Alternate Designated Representative for required Acid Rain Program specified emissions reporting and compliance certifications.  Maintains Acid Rain Program allowance tracking system
Prepares and submits plans and reports required by state, federal and local regulatory agencies including but not limited to:  Quarterly EPA Emissions Collection and Monitoring Plan System (ECMPS) reporting, Quarterly Emissions and Excess Emissions Reports, Semi-Annual and Annual Emissions Monitoring, Deviation and Compliance Certification Reports, Toxic Release Inventory reports, Air Pollution Emission Notices, and Greenhouse Gas Reporting (eGGRT); reviews andevaluates testing and compliance reports
Prepares and coordinates operating permit renewal applications.  Evaluates proposed projects for potential air quality impacts and permit requirements, and assists with necessary permitting activities
Monitors and schedules projects; monitors emerging regulatory and environmental issues
Participates in regulatory rulemaking and stakeholder processes.  Performs proposed rule analysis and develops comments
Conducts risk analysis and cost benefit modeling
Analyzes budget information
Maintains regular & reliable attendance

Other Functions:

Prepares and coordinates periodic review and updates to Environmental Operating Instructions
Provides backup support for Senior Environmental Specialist duties
Supports a broad range of environmental efforts with Platte River
This position performs duties in a safety sensitive environment which requires passing and complying with continuous random drug testing
Performs other duties as assigned

Job Requirements
Minimum Qualifications:

B.S./B.A. in environmental management, environmental engineering, other pertinent discipline including natural resources management, or a related technical field
Minimum of 5 years experience in environmental issues (with a focus on air quality management Electric utility industry experience
Ability to make effective and persuasive presentations to various internal audiences and have a working knowledge of environmental regulations; excellent interpersonal skills as well as written and verbal communication
Excellent organization and planning skills
Must be a strong team player and be able to work under pressure performing multiple tasks
Requires a confident, creative, self-starter who needs minimal supervision or direction; thorough knowledge of PC based software including Microsoft Office
Current valid driver’s license and ability to remain insurable under Platte River’s vehicle liability policy

Desired Qualifications:

Electric utility industry experience
Knowledge/experience with EPA’s ECMPS, e-GGRT, and TRI reporting software
Knowledge/experience with CEMS reporting software and CEMS QA/QC testing and reporting requirements
