This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Environmental Activities Division (ENV) in Washington, DC. The FPAC Mission Area is USDA's focal point for the nation's farmers, ranchers, and forest land owners. The primary purpose of the position is focused on farm loan environment compliance requirements of the National Environmental Policy Act, Endangered Species Act, and National Historic Preservation Act.,educationRequirements:You must submit a copy of your college transcripts or a list of college courses with credit hours, dates completed, and grades received to verify all education requirements (i.e. substitution of education and/or basic education requirement). One year at the GS-12 is required to meet the time-in grade requirements for the GS-13 level; and one year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. BASIC REQUIREMENTS:
A. Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position (Transcripts are required);

OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education (Transcripts are required).

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following
Minimum Qualification Requirements in order to be considered:

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying.

Specialized Experience for the GS-13: At least one full-time year (12 months) of specialized experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:

\tWorking with the National Environmental Policy Act of 1969 (NEPA), the Endangered Species Act of 1973 (ESA) and the National Historic Preservation Act of 1966 (NHPA), related to farm loans and similar programs, (i.e., farm storage facility loans, conservation loans, etc.);
\tAssisting with training on environmental compliance issues for farm loans and assessment of natural resources;
\tAssembling and analyzing environmental compliance materials to identify needs and recommend policy positions;
\tApplying evaluative techniques to identify trends related to environmental compliance issues.

Specialized Experience for the GS-14: At least one full-time year (12-months) of specialized experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:

\tDeveloping policies and program implementation guidelines for nationwide application on environmental compliance issues to clarify and/or define farm loan environmental compliance policies and procedures at the State or National level;
\tProviding written materials related to litigation on farm loan environmental compliance issues;
\tConducting special studies and analyses to address emerging issues and providing relevant information and recommendations to the National Environmental Coordinators (NEPA, ESA, and NHPA);
\tDrafting written materials and/or technical reports, articles and papers for the Environmental Activities Division (ENV);
\tProviding leadership to teams.
