Broad Scope and Function

The Environmental Engineer (Engineer) is a key contributor to the development, improvement, and promotion of the training curriculum at the Office of Water Programs. This individual is responsible for assessing training needs in the profession, providing technical input for new training courses and programs, and for updating existing course curricula. The Engineer works closely with and provides consultation to the


Training group, consisting of the technical editors, IT, and customer service groups. This individual is also responsible for collaborating with content contributors and integrating their work into


training materials. Engagement in professional organizations is expected as part of promotion and networking for the training program. The Engineer works closely with the Director of Office of Water Programs or his designee in promoting, planning, organizing, responding to technical inquiries, and representing


at meetings and conferences.

Reporting Relationship

This position reports directly to and receives general direction from the Director of the Office of Water Programs or his designee.

This is a full-time, exempt from overtime, benefited position, covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises, Inc. (

Work Schedule

Minimum Qualifications

1. An earned doctorate (Ph.D.) degree in Civil Engineering, or Environmental Engineering.

2. Minimum of five years of demonstrated experience in water and/or wastewater treatment operation or design.

3. Professional engineering license in a relevant field.

4. Demonstrated ability to work in multidisciplinary teams.

5. Excellent written communication skills with a demonstrated ability to write, review, and edit technical reports and documents.

6. Excellent oral communication skills with a demonstrated ability to present information in conferences and meetings.

7. Demonstrated experience in managing and successfully completing projects.

8. Must be legally eligible to drive in California and be acceptable for vehicle insurance coverage under the University Enterprises, Inc. insurance plan. Must continue to meet the established driving standards.

9. Must pass a background check, which may include fingerprinting. Must continue to meet the established standards.

Preferred Qualifications

1. Professional operator license for water or wastewater treatment.

2. Demonstrated ability to interpret and analyze environmental laws and regulations.

3. Experience in producing training materials.

4. Experience in planning and/or delivering training courses to adult learners.

5. Experience with online/digital training technologies.

6. Demonstrated ability to respond to request for proposals (RFPs) and assemble a team to complete projects.

Physical Requirements

Sit for extended periods of time; frequently stand and walk; manual dexterity and hand-eye coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computers; telephones; calculators; copy machines; fax machines; modems, scanners, and printers. Site visits require ability to move around treatment plant and industrial settings, including walking and climbing stairs.

Working Conditions

Work is primarily performed in an office environment; with continuous contact with staff, campus community, the public, and government agencies; requires travel to project sites for meetings, conferences, and facility tours which are typically outside.

The Office of Water Programs (


) develops training programs and publishes manuals for operators of water treatment plants, water distribution systems, wastewater collection systems, and treatment and reclamation facilities for municipal and industrial wastewater.


also offers training programs and materials for pretreatment facility inspectors, environmental compliance inspectors, and utility managers. All training is offered as distance learning, using correspondence, video, or computer-based/online delivery modes.


materials are used for both state test preparation and continuing education units and contact hours for operators.

01. Content expert – The Engineer writes new materials and updates OWP’s training manuals. Collaborates with external content experts in preparing and reviewing materials.

Currency of operator training manuals – The Engineer ensures operator training materials are current by comparing their content with information gathered through reviewing the appropriate technical and professional literature; attending and presenting at conferences; and participating in technical and professional committees.

Training needs for operators – The Engineer identifies operator training needs by participating in technical conferences and reviewing training needs with conference attendees; visiting water and wastewater treatment facilities to review training needs with operators and supervisors, maintaining contacts with


and state/province training certification officials; and conducting task analyses to develop training need-to-know criteria.

04. Promotion and visibility of the training program – The Engineer promotes the training program by attending regional and national conferences; maintaining contacts with


and state/province training certification officials to make their agencies aware of OWP’s training programs; and working on professional committees to gain contacts and promote programs. Presents papers and keynote speeches and serves on panel discussions informing people of current and future advances in our training programs.
