Summary

This position is located in the National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS) with one vacancy in Silver Spring, MD.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-5 is equivalent to the GS-15.

This position is also announced under vacancy number NOS-NCCOS-2018-0021, which is open to status candidates. You must apply to both announcements if you want to be considered for both.

This Job Opportunity Announcement may be used to fill other Interdisciplinary Supervisory Environmental Scientist/Supervisory Physical Scientist, ZP-0401/1301-5 positions throughout NOAA. The position must be alike (e.g.: within the same geographic locations, same grade/band and requires the same qualifications and specialized experience as indicated in this vacancy announcement).

Responsibilities

As an Interdisciplinary Supervisory Environmental Scientist/Supervisory Physical Scientist, you will perform the following duties:

Conduct natural resource and management studies and formulate solutions to complex problems related to natural resource management and protection.

Exercise delegated authority to advise and assist on all aspects of management relevant to their organizational needs and program objectives, including personnel and financial management advice, financial planning, annual budget execution and program management decisions

Coordinate and advise on all aspects of management relevant to organizational needs, administrative requirements, and program management decisions.

Oversee workforce planning, human capital development, and human resource hiring, promoting diversity and inclusion at all organizational levels.

Perform the full range of supervisory functions to include developing performance standards, planning and assigning work, providing or arranging for training needs and requests, and evaluating work performance.

Occasional travel - Up to 20% of domestic travel may be required for this position.

Qualifications

BASIC REQUIREMENTS:

This position may be filled in either of the below series (0401 or 1301). Each series requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience or a substitution of education for experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

To qualify for the 0401 series:

A. Degree:

biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education an experience:

Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

- OR -

To qualify for the 1301 series:

A. Degree:

physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education an experience:

education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education

- AND -

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level:

SPECIALIZED EXPERIENCE:

In addition to meeting the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

Delivering ecosystem science solutions for stewardship of the nation's ocean and coastal resources in order to sustain thriving coastal communities and economies;

Advising on personnel and financial management, financial planning, annual budget execution and program management decisions;

Planning and executing long-range research programs and projects of national significance pertaining to coastal and ocean science;

Developing guidance and advising on management plans relevant to organizational needs, administrative requirements, and program management decisions; and

Overseeing workforce planning, human capital development, and federal human resource hiring.

Substitution of education for specialized experience is not applicable to this vacancy.

You will be evaluated for this job based on how well you meet the qualifications above.
