**Position Title** Environmental Compliance Project Engineer

The Environmental Compliance Project Engineer serves as Project Manager or PE of Record, for the administrative, technical management and completion of multi-disciplinary contracts. The position supports clients’ with the development of regulatory compliance strategies, to the development and preparation of project specific plans and reports that meet TCEQ regulatory compliance requirements.
Duties and responsibilities include but are not limited to:
Plans, coordinates, develops, and monitors projects to completion such as, compliance reviews, inspections and internal audits to ensure adherence with all applicable environmental permits rules and regulations
Provides environmental compliance monitoring, including design, execution, coordination, and technical oversight
Develops or participates in developing Spill Prevention Control and Countermeasure (SPCC) plans, Process Safety Management (PSM) and Risk Management Planning (RMP)
Supports clients with regulatory interpretation, representation, by staying informed of changes to environmental regulations, trends, and best practices and assess the potential impact of these changes on the client
Establishes, promotes, and ensures quality on all projects and work performance
Proactively monitors projects to identify and address financial, safety and liability issues, as well as to ensure completion on schedule
Identifies when project requirements exceed available technical skills or manpower capacity and develops a plan of action with next level management to seek help from other work units, hire new staff, and/or subcontract work, etc.
Participates in business development activities, including planning, scheduling, client relations, marketing, proposal preparation and presentations
Bachelor’s degree in Engineering (Civil, Mechanical, Chemical, Environmental)
15 years' Environmental Consulting project management experience, including seven years of experience in Chemical plant, Regulatory Compliance, Permits, SPCC Plans, Spill Response Plans, Compliance Awareness, Process Safety Management, and Phase I Site Assessments
Current license and designation as a Professional Engineer in the state of Texas - or ability to attain within 6 months
Knowledge of compliance reporting and record keeping
Excellent communication, interpersonal, analytical and organizational skills
Advanced computer skills formatting complex documents, developing power point presentations and excel spreadsheets
Requires enrollment in the medical monitoring program requiring initial and annual physicals
Must pass a pre-employment substance abuse test and random drug screens
Must possess valid Driver’s license
Due to nature and location of work, United States Citizenship is required
Certified Project Manager
40 – Hour HAZWOER
8 – Hour HAZWOPER Annual Refresher Course
