The Montgomery County Planning Department, a premier planning agency, is seeking an individual to join the Area 1 Regulatory Team to perform a full range of land use and environmental planning activities applied to the rapidly redeveloping portion of Montgomery County, MD, inside the Capital Beltway. The selected candidate will be required to review development plans, recommend creative implementation of environmental best practices, and present and defend the recommendations to developers, residents, and the Planning Board.

The successful candidate will possess a high level of current technical expertise in environmental sciences and engineering, particularly identification of trees and other plants, streams and other environmental features, endangered species habitats, and urban stormwater management techniques. The candidate will further demonstrate thoughtful research and analytical abilities, be able to clearly organize information, know and understand best practices in land use planning, review regulatory requirements (including Forest Conservation Law and other environmental regulations), apply other appropriate federal, state and county codes and prepare written technical analyses. This position requires strong communication skills, and the ability to present to citizen groups and public officials is essential.
Examples of Important Duties
Reviewing natural resources inventories/forest stand delineations (NRI/FSD), and forest conservation plans for conformance with Forest Conservation Law and best practices.
Perform comprehensive environmental review of development applications, including Sketch Plans, Preliminary Plans, Forest Conservation Plans, and Site Plans, against relevant environmental regulations/standards and providing comments to applicants on how to improve these elements of the development proposal.
Coordinate with appropriate local, state, and/or federal agencies on issues of potential conflict in plan recommendations prior to benchmark meetings;
Prepare staff reports for development applications and present staff recommendations to the Planning Board in a public session;
Negotiate with developers and other agencies in accordance with parameters provided by the Planning Department;
Develop recommendations that are creative, feasible, implementable, and consider natural resources of interest, within the framework of master plan and zoning standards, environmental guidelines and regulations, and other relevant codes and regulations.
Interpret and apply zoning codes and regulations.
Ensure compliance with development regulations and improve development quality.
Coordinate development activities with representatives from other agencies.
Prepare technical analyses and staff reports.
Minimum Qualifications

Master's degree in planning, architecture, parks, engineering, environmental science, or equivalent disciplines related to job function and one year of progressively responsible professional level planning experience; OR an equivalent combination of education and experience.

Master's Degree in Environmental Planning, Landscape Architecture, or closely related field of study desirable.

Supplemental - 1,2,3,4,or 5 times base salary; maximum benefit is $750,000
Spouse/Dependent Combination - $10,000/$5,000, $20,000/$10,000, or $30,000/$15,000
Sick Leave Bank
(Eligible After One Year Probationary Period)

Employee contributes leave hours each year
Eligible for up to 66 work-days or 396 hours in 12-month period
